Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from different nations. Immense energy is devoted on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.
Persistent Threats
Soon after, a automatic firearm opened up on a drone close by, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv greeted the morning news: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that neighboring countries are clearly incapable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, no doubt, endure.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until circumstances change in its benefit.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
